Hey when I play a record at 0% are the dots suppose to be absolutely still? Because mine creep very slowly backwards, but I can't notice the sound playing too slowly.

i believe that they are supposed to be completely still. if they are creeping, something may be off kilter (or the motor isn't strong enough to turn the platter with vynil on it)

OK, I'm new to the turntable thing but, my PowerDrive 2.2 has four rows of dots:
two small
one large
one small

At 0%, the large stay still, the top two appear to go back, the bottom goes forward.

Might me your eyes playing tricks on you. Get another pair to test & verify.

If they are at 0%, the large set of lights in the middle should be still. If they are drifting back one of 3 things is happening.

1) You don't really have the pitch at 0%
2) The motor is not "zeroed" or the quartz lock is messed up and falling behind. It is highly doubtful that it's because the motor "is too weak" I have seen cheap belt drives turn a platter at exact 33 1/3 RMP, even with a piece of vinyl on.
3) And the most unlikely, Your strobe could actually be off. You may not realize it, but the light for the dots is actually a strobe, and if it isn't flashing at the correct speed, it would make the dots look as though they are drifting.

BTW, what kind (model) of table is it?
